Institute of Carbon Neutrality and Circular Economy (ICNCE) serves as a think tank sponsored by Qinghe New Carbon (Beijing) Environmental Technology Co., Ltd. ICNCE co-established the Green Circular Industry Committee with the World Green Design Organization.ICNCE possesses institutional and expert resources both domestically and internationally, along with partners specializing in circular economy, plastic recycling and products, equipment manufacturing, city planning, environmental protection, carbon auditing and trading, green finance, and others. It provides enterprises with international and national policy consultations and technical solutions for sustainable development, ESG, circular economy, pollution reduction and carbon emission mitigation, and synergistic efficiency, particularly within consumer product supply chains. In 2023, ICNCE launched the "China Circularity 100'" at UNFCCC COP28 to achieve 100% recycling through 100 cases and products.ICNCE primarily focuses on industries and products related to plastic material recycling and recycled applications, utilizing the circular economy model while benchmarking against EU and US regulatory policies to promote industrialization and scaling of the recycling sector, such as circular textiles, logistics packaging, and zero-waste communities. It owns the "Green Low-Carbon Circular Innovation Summit" themed forum series, group standards for plastic recycling traceability and recycling emission reduction accounting, and a plastic recycling product platform. Dr. Jiang Nanqing, former official of the United Nations Environment Programme, Founder and Executive Director of the Qinghe Institute for Circular Economy and Carbon Neutrality. She is an expert in environment and sustainable development and women's leadership. Dr. Jiang is a member of the APEC China Business Council's Women's Leadership Committee, chief judge of the British Chamber of Commerce's ESG Circular Economy Awards, columnist for Economic Observer, commentator for CGTN, and author of the self-published vlog “Carbon Sister's Interviews”, which has been broadcasted by more than 100,000 viewers. She also serves as an expert on circular economy in China Synthetic Resin Association, secretary-general of World Green Design Organization's Special Committee on Green and Circular Industry, and guest researcher of East China Normal University's Plastic Cycle and Innovation Research Institute. She is also a member of the United Nations Association of China, a member of the Sustainable Development Committee of many brand enterprises, and a director of the Public Welfare Foundation.
